I think so, that's why there are established languages in certain countries, and that's why some languages are banned by people in power, this is where we see slang versions of certain languages among the populace as well. My great grandmother never learned english in its entirety, she spoke spanglish because she didn't want to let go of her native roots but also needed to survive in society with a basic knowledge of the popular and predominant language.
